In defence of the JCP office that first gave you the wrong information, it's not always the staff's fault. Due to job cuts across the DWP, staff are often sent to work from one office
to another office which deals with benefits which they've had little or no training.
In cases like this, always best to ask to speak to a Decision Maker or a supervisor who normally will be familiar with the regulations.
