Hi,
It all depends on personal circumstances and/or what other benefits a person receives.
To give just one example, A single person receives Incapacity Benefit. However also receives for example Middle Care rate of DLA.
The government say how much this person needs to live on (which is the basic rate of IS plus various added on premiums because they receive Middle Rate Care DLA). Assuming the person qualifies for IS (ie has limited savings etc) then if the amount of IB paid, is less than the amount the government says the person needs to live on (IS amount and Premiums added together) then a 'top up' of IS can be paid.
That ia just one example, there are quite a few others -all dependent on an individuals own circumstances - but yes both can be paid together.
