In July, Department for Work and Pensions (DWP) figures showed that up to October 2008 Pathways brokers had an average job entry rate of only 16 per cent for benefit claimants who had voluntarily joined the programme, and just five per cent for those who had been referred onto the programme. This compared to a 14 per cent job entry rate delivered by JCP.
