Universal credit replaced Income Related ESA?

I read this on another web page

"From October 2013 if you do not meet the NI contributions conditions you will have to apply for Universal Credit on the grounds that you have limited capability for work, rather than income related ESA."

Is this true?

Yes and no.

Is the Universal Credit replacing Income Related ESA, yes it is and all of the other Income Related Benefits such as JSA(IR), Income Support and Housing Benefit.

However, and this is the no bit, to be eligible for UC you must be in a pilot area and you must meet the required profile, which is something like; over 25, single and only eligible for JSA.

This is another prime example of the current Governments "successful" changes to the Welfare system, the project should have over a million claimants on the books, but instead has barely 4000 and had £100Ms written off on the software project which has still not been delivered.

So the idea behind this is that they intend to abolish income related ESA if these pilots are successful?

The intention, if ever realised, is to replace six major benefits and a number of minor ones, with UC, one of which is ESA(IR).
