PIP: For whom is the PIP1 form intended?

Is the PIP1 form for new Pip claimants only or is it used in the transfer of current DLA claimants to PIP?

Whilst we often use the word "transfer" when talking about the process, the reality is that no DLA claimants are being transferred to PIP, they all are all being invited to claim PIP from scratch and therefore will go through the PIP new claim process from the start which includes a PIP1.

Changing the subject slightly, I’ve been reading from through the document published in December 2012, headed “The Government’s response to the consultation on the Personal Independent Payment assessment criteria and regulations”.

I’ve homed in on the safely, reliable in reasonable time criteria/ regulations. Are these criteria/ regulations legal as with ESA Regulations 34 and 35 ?

The original PIP Regulations did not include these, however, a subsequent amendment included them into law.

Thanks again. Can you provide a link to the legislation? When I make my own claim or give other folks a hand I'd like to quote legal regulations as I did when completing my ESA 50.
