I'm afraid the decision to hold a face to face assessment is entirely at the discretion of the Assessment Provider (ATOS), if they have decided that one is required, then your father's claim cannot progress until one is held or the requirement is removed.

You can try contacting them to understand why they are ignoring the doctor's letter, it is possible that it has not been processed or even not received, this may allow you to submit a new letter with additional information.

Apart from this the only other suggestion I can make is to involve your father's MP.

Contacting your MP

His depression is severe so he is very withdrawn. He doesn't talk to us, let alone talk to the health professional they will send. Will that mean he will be considered as not participating? But it isn't not participating, he is just depressed

They threaten referring claim back to dwp if assessment not undertaken. Would that mean claim is rejected?

They would probably say thay they are unable to determine the claim as a face to face assessment has been refused. In all probability this would mean benefit being stopped.
Is there any way they could visit with the Health professional who sent the letter present?
They might take the view that if your dad is that bad he should be in care.
