It has been announced today 25/01/13, that claimants who are awarded the requisite 8 points that would entitle them to the The Standard Rate award of PIP for the Moving Around, Mobility Activities, will automatically be entitled to a Blue Badge. ( This obviously applies to Enhanced Rate recipients, also)

This is the video of Esther McVey being interviewed by the Commons Select Committee on Work & Pensions on PIP in the last few days.

Please note, this video lasts over 2 hours, but answers many questions not revealed elsewhere.

It was placed on Youtube by a person(s) unknown and the sound quality is very quiet, so you will need to use earphones or amplified speakers to hear it properly.

It can be viewed at

It can also be viewed at www.parliamentlive.tv/Main/Player.aspx?meetingId=12343

The volume is about the same at either link.

Witnessess interviewed by Select Committee

Esther McVey MP, Minister for Disabled People, Simon Dawson, Personal Independence Payment Policy, Design, Test and Assurance Programme Manager, Dr Bill Gunnyeon, Director for Health and Wellbeing, Chief Medical Adviser and Chief Scientist, Department for Work and Pensions but regrettably not Ian Duncan Smith, Minister for Work & Pensions who was responsible for deciding to abolish DLA and replace it with PIP.

Well worth watching.

The government has decided that if you score 8 points or more on the Mobility Component of PIP then you will automatically qualify for a Blue Badge.

See Part 1.4 of the Executive Summary. Here

Also a 50% discount will also apply to those buying a tax disc who are awarded the Standard Rate of PIP Mobility and exemption if awarded the Enhanced Rate.

The PIP Regulations are being amended to take into account whether a person can carry out an activity safely, reliably, repeatedly and in a reasonable time period.
