Too young for “new style “ ESA but too ill for UC

My son who is 17 had to leave full time education due to ill health. He gets enhanced PIP and has been told to claim ESA then no UC then no too young for ESA so then claimed UC Did everything asked ,journal,fit note etc waiting for home visit and boom claim closed. Told by mistake and to starry again. Started new claim and yes told to claim ESA then again no should be UC for new style ESA then too young. Round and round for 8 weeks now with ,after up to 1 hour cons 16 minutes on phone to get through, told different advice every time! Now having to payout £80+ a month for his Prescriptipn while waiting.
So can a 17 year old with complex illnesses claim an ESA type benefit at 17 or do we have to finance him for a tray?

Have a look at the following, as far as I can see he should be able to claim ESA, if your area is UC Live Service area then I suspect that the problem is a lack of training for the DWP staff, the UC staff usually have no background in ESA. The following seems to explain his options reasonably well.
