If I request a mandatory reconsideration, I understand I can do it on the phone or in writing. If I did it on the phone(preferable since I'm short on time and what I want to say is in my earlier documents) will they contact me to discuss my reasons for reconsideration and explain why they think they are invalid\do not apply to me or will they just decide everything in my absence leaving an appeal the only way to get my points forward?

If you request an MR then you need to explain what it is you are challenging and why, they are not going to contact you for this information.

But to repeat myself, there has to be a Decision and I am not sure that your letter includes one, although you have nothing to lose by asking.
