Do you think 'late' arrival of Assessors report would be accepted by DWP for delayed request for MR? Award decision dated 15th October (MR should be made by 15th November), request for copy of report mailed on 31st October signed for (should have arrived DWP 1st November), as of 12th November report not received. I am advising friend with physical and mental health problems but am loath to suggest MR without seeing assessors report. He was awarded standard rate daily care with 11 points but they ignored medication in Dosette box -1 point. I think there are other points possibly missing as well

Yes, it should be accepted, make sure you explain this on your request.

Thanks Gordon.I think it has been mentioned in another post that it can take up to 8 weeks for decision on MR?

That's the time to make the Decision not the time it takes for you to receive notice of it.

Spoke with DWP today - they received letter requesting Assessor's report on 1st November but it had not been actioned until my phone call. At least they have my friends authorisation for me to speak/write on his behalf on their system now! I asked if delay in receiving report was adequate for delay in requesting MR and they said yes. Said normally delay in request by 'a few weeks' not a problem. MR request has to be made by phone or form but applicant has to sign. I think I have read somewhere here that 'authorised' person could sign form but that doesn't seem to be the case. Many thanks your help :)

You can write a letter making the request there is no legal requirement for it to be done over the phone or using a form.

Unless the claimant has an appointee then they should sign the request it is their claim.
