Thanks, as I said this was news to the Motability specialist at the dealer.

I agree that "definite answers" are usually the ones that one doesn't want to hear.

I am also putting together 3 things - any of which could change -

1 - the current Motability policy about cars held by those in the appeals process

2 - PIP generating the same levels of appeal as ESA is doing, and the system remaining at least as clogged up as it is.

3 - government deciding to keep re-testing at the 12-month average

and coming up with many people being in appeal half the time, and thus unable to use a Motability car.

We should perhaps be looking at that for either personal planning or lobbying.

As I understood it from my Motability specialist (I got her to check with Motability directly), the £2000 limit applies only to the basic Advance Payments and not to any additional items. For example, we find the parking sensor extremely useful and adding that on would not affect limit on the Advance Payment.

However, these changes have been made by Motability which is, I think, an independent charity. This would mean that its operational decisions are not subject to direct government control. That in turn would mean that any decisions about matters like the level of Advance payments or the insurance provisions could not be influenced by MPs

This "independence" also accounts for the need for the DWP to whip up public indignation via the tabloid press. They have to manipulate Motability indirectly. (Though I acquit them over the insurance provisions - that's another problem entirely.)

Thank you for the above. I must admit my instinct was to blame the Government. So tonight I looked up the Motability website and would appear we cant lay the blame enirely at the Governemnts door, this time.
