I am sorry to hear that your friend's appeal was not successful.
As far as I am aware, unless the Judge has a problem with what is being asked, there is no reason why the DWP Presenting Officer would not be allowed to talk to the claimant, however, this does not mean that they can interrogate them.

hi Gordon thanks for getting back so swiftly, yes my friend was interrogated by the DWP rep and the disability rep and also asked questions out of context by the DWP rep, so just to clarify when applying for statement of reasons you write to the office that sent the paperwork and not where the tribunal was held, thanks.

Yes, it is the Tribunal Service office which handled all of the correspondence.
