Hi. I am writing on behalf of a friend, as she has been giving 4 weeks to return her motability car since her PIP decision of not receiving the enhanced rate of the mobiliity component. She doesnt seem to want to go for mandatory reconsideration but if she does would that mean she could hang on to her car until that decision is reached. She is all over the place and in shock and doesnt feel she can get her head round doing anything, yet time is of the essence.

Motability will look at each case uniquely so it worth your friend contacting them about the situation, but I think it unlikely that they will allow them to retain the car even if the pursue an appeal of the Decision.
If she does think about requesting a Mandatory Reconsideration then she needs to look at how secure her current award is, as the DWP can look at the whole thing from scratch.
If you require more information about the MR process then come back to the forum.

Just too add,
Your friend would still be entitled to a Blue Badge, and 50% of the relevant road tax for any vehicle that she may acquire if in receipt of Standard Rate Mobility PIP :
