Advice required re. higher mobility on PIP

I had a very bad year in 2015 - I broke my arm at the beginning of the year and due to the incompetence of my hospital, waited 9 months for an operation!
Just after the accident, my claim form to transfer over from DLA to PIP arrived, which I duly filled in, got my decision, which I appealed on and eventually, after a Tribunal, won my appeal and the lower rate of Mobility was added on .
I had actually enquired about claiming the higher rate of Mobility as I no longer ever leave the house without someone with me, even on familiar journeys, I included a supporting letter from my GP and thoroughly explained my lifetime social phobias.
At the Tribunal, I felt my request for higher rate Mobility component was rather glossed over and that the panel had already decided beforehand that they were only really going to decide on the possibility of me qualifying for the lower rate.
After a very long deliberation, I won my appeal, but was told on no fewer than 3 occasions that " we will contact you again in April '16, just to check you are receiving the right amount of benefit." My award period however is until April 2017.
Today, I have received not a quick " any change of circumstances?" form, but an entire 35 page application form for PIP, which came as a huge and very unwelcome shock!
My wife and I spent several hours completing my original PIP application last April, then several daunting and harrowing months fighting my appeal and to have to go ghrough all this again so soon feels extremely unfair.
Considering I went to great pains to emphasise my request for entitlement to a straightforward 12 points and therefore automatic qualification for higher Mobility component, what else can I do? I.E. Is there a direct paragraph, sub- section etc. etc. I can quote from a Social Security Act or whatever as, having been put through the mill in this way ,I am now so angry that I want to fight them all the way now, not just roll over and be content to not make a fuss, if they will not even keep their word that a " 2 year award" is not worth the paper it is written on, then why should they ride rough- shod all over my request without proper consideration?
Sorry to go on, but I am just so upset, any advice welcomed, thanks very much.

I'm sorry that the arrival of the reassessment forms came as such a nasty shock for you :( I'm afraid that DWP are reviewing all PIP claims one year before they end. See this topic

All reassessments are undertaken in the same way as the initial claim and you should approach completing the form in the same way. Do not assume that DWP have any prior knowledge of you or your condition. It is unlikely that the assessor will have seen your previous claim files. You will need to explain everything all over again, dotting the 'i's and crossing the 't's.

PIP was deliberately made more difficult to get than DLA. In addition, the requirements for the enhanced mobility award if brutal. For those with mental health issues the 12 point descriptor is
"f. Cannot follow the route of a familiar journey without another person, an assistance dog or an orientation aid. 12 points" and seems to be awarded mainly for people with sensory deficits.

DWP prefer to score most people as
"b. Needs prompting to be able to undertake any journey to avoid overwhelming psychological distress to the claimant" which scores only 4 points.
