Adult Disability Payment (ADP) is now open for new applications across the whole of Scotland, following smaller scale trials in different parts of the country.  This will mean an end to  ‘degrading functional examinations’, according to the Scottish government.

Claimants in Scotland between the ages of 16 and state pension age will now apply for ADP instead of PIP.

People in Scotland already receiving PIP don’t need to apply for ADP.  Instead, they will automatically be transferred sometime between this summer and the end of 2025.

Minister for Social Security Ben Macpherson said:

“We are offering a range of ways to make an application, including online, by post, over the phone or face-to-face. Social Security Scotland local delivery teams are also available to provide assistance in communities across the country.

 “In our Scottish system no one will be subject to DWP style assessments or degrading functional examinations, and we will never use the private sector to carry out health examinations.

 “People will only be invited to a consultation on occasions when we require more information so we can make a decision. This will be a conversation with a health and social care professional to understand how a person’s disability or health condition impacts them.”

    I have just been transferred over to ADP in Scotland and already they have contacted me to start a review. I am high rate care, low rate mobility. This is a nonsense.

    Why is it that in Scotland people will automatically transfer from pip to adp without applying. I have been on invalidity, incapacity and esa benefits for 30yrs now. Yet I will have to apply for UC when I’m migrated over. It will not be automatic. It’s a waste of money, unfair and no doubt will be traumatic.

    I'm sure this won't be any better than the current system.  I live in Scotland and the current SNP government are awful.  Lots of the money the UK government sent to Scotland for the NHS never went to the NHS.  It went to the SNP's pet projects, such as independence.  The SNP are a very divisive govt, and although they criticise the UK govt for the low monetary levels of PIP, they are refusing to increase it, even although, due to the Barnett formula etc. (due to the smaller population, more ruralness, colder climate etc.), we receive more per head of population from the UK govt.  So don't rush to Scotland if you're on PIP, and if you do manage to get back to work you'll have to pay more Income Tax then in England.  If Scotland gets independence I'm moving to England.

      @Scottish Woman I disagree No private sector involvement in assessments sounds like a good move. It is not true you pay more income tax unless your are a high earner most people pay less than in England. We also have child payments to help people on low incomes, child’s disability benefit, free prescriptions, no bedroom tax and more.
      As for independence Scotlands voice is ignored by Westminster so I say go for it

    It doesn't sound hugely different to me. "...invited to a consultation ... with a health and social care professional" is just as vaguely menacing as the current regime. Notice the noncommittal term "health professional."So they're still not going to pair you with a doctor or similar specialist who actually understands your condition.

    The new system in place in Scotland seems much fairer and less likely to cause claimants less stress.
    I doubt that it will be extended to the rest of the UK.
    Unfortunately I suspect that we will be stuck with a system designed to delay and grind claimants down.

    So if your already receive PIP or DLA and live in Scotland can the DWP still assess you at any time until you are transferred over to ADP before the end of 2025

      @Alexander No, you will be dependent on circumstance, invited to claim ADP or simply transferred to ADP, effectively there will be zero PIP type interrogations for disabled Scottish residents

    What about us English claimants, and the other dissolved nations?  I can see an exodus into Scotland, who could blame them.  We are supposed to be the united kingdom, all rules should be the same, and applied the same across the board!

      @MrFibro  The sooner an Independent Scotland is established the sooner all who decide to live in Scotland will have a decent Society to live and grow in.

      As a factual point it is "devolved" though as I say above please let us disolve this so called united kingdom.

    Guess British Government won't even consider making same changes. In the future it will be a criminal offence to apply for any type of benefit England. Maybe I'll move to Scotland!
