I have substituted majority for "on over 50%" as it is usually easier to understand.
The "cannot" is mine and meant nothing more than "being unable to" but if you wish to substitute "never" then it would have the same meaning, you appear have ignored the words "do it" in reference to completing a PIP activity.

One problem is that the PIP forms use the word 'cannot (do it) ' in some of the questions, hence me confusing your use of cannot. Thanks for the link to the legislation, I've printed it out and will try to read through it.
