My wife, Sue, is our daughter Rachael’s appointee and administers her medical and financial affairs. Rachael suffered permanent mental and physical disabilities as a result of a road traffic accident in 2001. Rachael lives in the Midlands with her partner who is also her carer (but is also disabled, with a rare blood disorder).

Sue has completed the PIP2 form on Rachael’s behalf and will be present with Rachael and her partner when a home assessment visit from a Capita Health Professional (HP) takes place on 5 January.

The submission to DWP included 25 medical reports from neuropsychiatrists, brain injury units, migraine, IBS urinary incontinence and orthopaedic specialists. Rachael’s current neuropsychotherapist has stated: “my view is that as a consequence of her severe brain injury, Miss Orr requires a high level of support from others and thus qualifies her for a PIP.”

The Benefits and Work guide to assessment meetings suggests that the HP should have read the medical reports. If it becomes clear that the HP has not seen them or only glanced at them quickly, what should our next move be?

There is probably nothing that you can do at the assessment! I'm afraid I can't remember which way around it is but one of the Assessment Providers encourages their assessors to read the forms and evidence before the assessment and the other recommends that they do so after. Even within an AP I suspect that there is little discipline.

You can request a copy of the assessment report a couple of days after the appointment by contacting the DWP office dealing with your daughter's claim, this will give you a better idea of whether the reports were properly considered and if not then you can pursue the matter with the DWP.
