I wrote to Amber rudd about my past year etc and everything that has gone on this is the reply I got from my local DWP. So they don't obviously get to see our proof before authorising our medicals.

According to the Employment Support Allowance (ESA) system, you last had a Work Capability Assessment (WCA) in 2016 and in order to continue receiving ESA, we do need to hold reviews of these assessments and identify entitlement.

The DWP work with our partner, the Centre for Health & Disability Assessment (CHDA), on WCA. It is them that coordinate the medical assessments on our behalf as the DWP are not medically trained to conduct these.

When you return the ESA50 and supporting medical paperwork, this goes to CHDA for them to review and if they are able to do a scrutiny or paper based assessment, they will. If the evidence is not sufficient, they will ask a person to attend a face to face appointment. If you feel that you are not able to attend an appointment, you can contact them and ask for a home visit, although CHDA would request supporting evidence of why this has been requested.

I have forwarded your email to CHDA and I have asked them to contact you regarding the matter of the evidence you have provided and discuss with you the reason regarding the assessment.

The DWP review the information held on file before they decide whether to send a claimant for assessment, the decision to carry out a face to face is made by Maximus aka CHDA aka HAAS.
