The DM could not follow the HA's report and give Nil points . Rests with them

Sorry I am confused. What is the point of the Health Assessor report if they do the opposite. But it is possible that they could give nothing?
If they did surely would be grounds for appeal. ?

No ..No decision but Health Assessor report appeared very favourable. So wondering how the DM could ignore a Health Assessor?
