Moving from Severe Disablement allowance to ESA

Moving from Severe Disablement allowance to ESA was created by mark6262
Hi there. My brother has downs syndrome is 38 and is currently in receipt of DLA. SDA, and income support. My father who is 80 and my brothers carer received a letter this week from the DWP saying that my brothers SDA and income support is being phased and that he must be assessed for ESA. My brother is severely disabled and incapable of working. My brother has been in receipt of these benefits for well over 15 years. His DLA is a lifetime award.
I was under the impression that people with a learning disability were exempt from the formal assessment process. He would find the whole process of attending a medical examination very confusing and distressing.
We really need some help on what to do next. My father acts as my brothers proxy and fills all the forms in etc for him. We don't have a clue what our options are or what will happen when/if the DWP make contact. They say they will telephone but they have my fathers telephone number wrong.
This is very worrying for us all. I really wouldn't want to see my brother having to attend of the assessment centres. I know from personal experience that they are very intimidating places.
Any help would be greatly appreciated.

I am afraid that there are no exemptions from the assessment process, this does not mean that your brother will have to go through all aspects of it, but this will be a result of the information that you supply rather than specifically related to his conditions.
I would start by having a look at our ESA guides, our Understanding ESA guide explains the new benefit in more detail and our ESA Claim guides explain the assessment criteria. See

You should also have a look at the Being transferred from incapacity benefit to employment and support allowance guide, the process is the same for SDA.
