so is it the tribunal that makes a decision about the mandatory reconsideration a little confused also I have had a voicemail left on my phone earlier from dwp probably because I rang them yesterday to request the above she said she would ring back not sure wether to speak to her or just carry on and do it all by letter advice please if you can thanks

No The DWP carry out the Mandatory Reconsideration, it's supposed to be done by a different Decision Maker, but this doesn't always happen.
The Tribunal Service handle appeals and are totally separate from the DWP.
