Does being a f/t wheelchair user mean you can use an aid and travel more than 20m, consequently meaning you would not qualify for enhanced rate mobility with PIP?

The legal test is that you can reliably stand and walk 20m on the majority of days, your use of a wheelchair will not be considered in this context.

So long as you cannot stand or can stand but not move more than one metre you get 12 points.

No, I think that Foss is trying to emphasise you won't score points for using a wheelchair rather you need to show that you cannot reliably stand or reliably stand and walk, on the majority of days.

You'll score 12 points for showing that you cannot reliably stand and walk 20m or less on the majority of days.
