This is very complex, and your input as to whom to approach or
the area of law I should research on is much appreciated. Thank you.

DWP contacted me re transfer DLA to PIP
I went through phase one, the interview over the phone.

Two weeks later, I was sent a letter requesting proof of residence,
ie a valid passport.

My passport is old and expired. I was to ill to travel. It will take more than
two weeks to renew.

Meanwhile, I moved from London down South.
Not met my new GP yet, who does not have my notes.
My tenancy contract expires in April, will move back to London.
Unable to access health care, its a battle, health deteriorating
SS did not transfer my care package, solicitor contacted SS re care package.
Am using all of my DLA to fund my carer which I can;t really afford, care and help
very limited.

In a nutshell, will not be possbile for me to get my new passport ready iwthin two weeks,
have to prepare for the move back to London, to avoid homelessness, have to try and access care till the move, GP will not help, not met him yet, and he does not have my notes.

Your input will be much appreciated as to if its possible for DWP to wait more than two weeks for the renewed passport? They will not send the form until this is done.

The only way you will know is by contacting the DWP.

You don't say whether you are a foreign national but a friend used an expired passport without problem.

Thank you Gordon. I am a foreigh national, lived in the UK
for 40 years. My friend, from France, was also asked for valid
passport. She worked in the UK since she was 18 years old till
she fell ill. I was asked for passport or any other papers that prove
residency.
My passport expired, unable to travel since 2002 too ill..
I phoned DWP, this morn. Can send expired passport with
birthcertificate. Hope the person who gave me the info is correct,
she didn't sound too sure...
Will phone CLA and ask just in case.
