Yes this appears to be what happened.
At the moment all we have are some reports of what has been said by the call centre staff, as of today (12.30), the DWP have still not issued any updated guidance on this matter and until they do, everything is just a best guess of what will happen.

Hi Kylie, I just wanted to say that the blue badge assessment is nothing like the PIP assessment. It’s done by an Occupational Health HCP so they truly understand mobility difficulties. They do a little 20m walk, sometimes 40m but if they see you can’t do it they’ll stop. My blue badge report truly reflects my mobility unlike the PIP f2f did. You can call or email the blue badge office local to you and request a copy of the report. They’ll attach to an email for you, so you’ll have clearly documented evidence of your abilities. Good luck.
