You should be able to make the claim for CA now, but the start date on your request will have to be 17 August, when the qualifying PIP award starts.
You can't make a claim for Income Support until the CA claim is accepted and again it cannot start before the 17th but can be backdated to the same day as the CA starts, you will also need to notify the DWP to close your ESA claim.
