PIP is a separate benefit from ESA and would not be effected if your ESA claim was lost.

Your Housing Benefit would be closed, but if you contact your Local Authority it should be possible to make what is called a nil income claim.

There are temporary restrictions on claiming UC in most areas of the country, having an award of PIP is one of them, appealing an ESA Decision is also one, however, those areas that have been declared as "full service" do not have these restrictions, so it will depend on where you live.
