But I have just found my previous report and award notice from 2008 and it states that I can't walk more than 10 mtrs and it support some of the things they have failed me on this time can I send a copy of it to show nothing has changed in the past 8 yrs.
This time they have said I can walk 30 mrs

What benefit is the report for as PIP was only introduced in 2013?
If you use the report then you will also need to show that your conditions have not changed since 2008 this is not the same as using the report to show that nothing has changed!

PIP does not consider your use of a wheelchair you need to concentrate on the reasons why you cannot walk.
If you have medical evidence that supports a deterioration then then it should be possible to use the report despite the age.
