You will not score points for activities that you do not do, only those that you cannot do, so if you are unable to prepare and cook a meal then you need to explain why this is the case.
Question 3a actually asks if you could cook a meal with the use of appropriate aids? If the aids would still not allow you to prepare and cook a meal then you should answer "no" and explain why, if they would then answer "yes" and explain what aids would assist and why.
