Your wife can re-apply for CA as soon as the DWP confirm the award and put it into payment, she need to make sure that she claims from the day after her CA stopped as she is entitled to back payments assuming she has been providing you with care in the interim.
I can't advise on whether to pursue a complaint against the assessor, their issues in assessing your blindness could be the result of a lack of training but if you feel that it goes beyond this then certainly consider making one.
