I mean if you look at the bare bones of claiming benefits (will stand corrected if I am wrong) the date of the claim is the date you fill out the forms.
So if you have claimed DLA and then asked to claim PIP, which is a new benefit, the date of your claim should be the date you fill out the forms, it's stated that you cannot claim PIP if you are over 65, but then they put in,before a certain date 8/4/2013, well I think that is double standards because many many claimants are over 65 when asked to claim PIP other wise they should have been asked before 8/4/2013

There are no good ways to this kind of transfer only least bad, whatever the criteria some lose and some gain.
