I already receive ESA Support group and PIP standard care. On my recent ESA assessment although I am able to walk due to the major problems that I have with it such as very poor balance plus various other problems which basically make walking unreliable it was decided, can't remember the exact terms, that I was considered unable to walk. If I reapplied for Pip, would I have to compete the care part or could I just state change of circumstances and so be reconsidered for PIP mobility component?

Any notification of a Change of Circumstances will result in a full reassessment of your PIP Claim, both components, a new PIP2 and almost certainly a face to face assessment.
