As he is now classed as an adult I think you will struggle to speak on his behalf unless you are his official appointee of you can show that he is not aware of his conditions or that he prone to exaggerating or minimising the effects of his conditions.
I would write a letter to the Judge asking to speak on his behalf and see what response you get, they may be willing for you to provide reasonable commentary on his answers to the panel's questions. Send the letter to the Clerk of the Court at the venue of the hearing.
