Its not a surprise but of course a really galling disappointment for many people who thought that at last the concept of overwhelming psychological distress might well get them an award for unfamiliar journeys.
There is probably no chance that the Government will change its tune. I wonder if anyone will even try to encourage that.
Presumably the descriptor that survives and which relates to needing hepolp to0 undertake any journey means most of the time not all of the time but will be interpreted very inflexibly in practice.

The Descriptor uses the word "cannot", I think it reasonable that you can argue that it does not mean "never" due to the reliability requirement but the standard required will be far higher than the majority of days usually used.
