Motability scheme

Hi I'm new to this site (as a paid member) to bare with me, here we go..
Today my application for the Motability programme was rejected, I have 6 points on my license that will expire 1 of November 2017. They said my application wont be successful until 1 january 2019 because the insurance company need two years after the points has been taken off the driving license? What I can't understand is, why can't I apply 1st of November? when the points are gone there are gone?

Has anyone else had this problem?

I have not heard of this before. However Motability are a charity and they, and their insurers,are entitled to make whatever rules they like. So I'm afraid I don't think you will get far with challenging this
