I think you have misinterpreted what I said.
The legal test is;
Scoring: further provision 7.—(1) The descriptor which applies to C in relation to each activity in the tables referred to in regulations 5 and 6 is —
(a) where one descriptor is satisfied on over 50% of the days of the required period, that descriptor;

The "cannot" is mine and meant nothing more than "being unable to" but if you wish to substitute "never" then it would have the same meaning, you appear have ignored the words "do it" in reference to completing a PIP activity.
