Not necessarily as the ESA mobility descriptor also assesses whether they believe you could self-propel a wheelchair over the appropriate distance. This applies even if you do not have, and have never been advised to get, a wheelchair!
To score maximum points for the ESA descriptor you would also have to show why you would not be able to use and self-propel a wheelchair.
