I would start by contacting your MP, they have a better chance of unravelling what is going on with your ESA claim, ICE will simply come back to you about you not having completed the DWP's own complaint process, you may be able to argue your way past this, but it won't be easy and it will take time.

I would not bother with a complaint from four years ago, stick to the current issues.

I think that 2 months is more than a reasonable period to have waited, I would contact your MP for an update.
