Told to make PIP new claim not renew existing

I was awarded PIP 2 years ago via a tribunal and expected to get a renewal form but I was told to make a new claim. I questioned the PIP rep about this and she couldn't tell me why, neither could her supervisor.
Is this normal/standard? Should I push further for an explanation?
I have initiated the "new claim" but not yet received the forms through the post.
Any insight or advice would be most welcome and appreciated.

The PIP legislation does not cover renewals, the process is at the discretion of the DWP, where the DWP have made the award Decision they almost always reassess a year in advance of the end date, the exception being where the award is less than two years.

For awards from an appeal, the situation is variable, basically if they agree (grudgingly) with the Tribunals Decision then they will renew it, if they don't (but were unable to take the matter further) then it usually results in a re-claim.

As it is a re-claim, treat it as a completely new claim and assume that the DWP have no information about your problems.
