I think I understand your question.
So if you have been awarded LCW, then it will depend on when your original claim was made as to whether you receive extra money and any back payments as a result. If your claim was made before April 2017 then you are and if it was made after them you aren't.
As this is a payment issue and not an eligibility one the Tribiunal panel have to leave it to the DWP see whether payments are due of not.
