I’m a little confused . Can a person get a blue badge because they claim not to be able to walk properly yet they hold a PSV licence to drive tour buses . Is this right ? Asking for a friend.

The two are not obviously incompatible. Providing there was knowledge of the PSV licence I don't see why there would be an issue.
