Through doing research, I read on the scope website that assessors can get bonuses for each claimant they can refuse or downgrade. Is that just 'gossip'?

I would class it as far worse than gossip as it almost certainly has a negative effect on even the hardiest of claimants.
To be clear, it is not and never has been true.
