Dwp have sent me a letter regarding contributions based as a. They need to look at my claim again regarding extra payments going back to 2013. They have sent me a esa3 ( ibr) form to fill in. Will this trigger a move onto UC as it's now being rolled out in my area.

No, it won't trigger a claim for UC, if you are eligible then they will add an Income RElated ESA top-up to your existing ESA(CB) payments.
