There are two things that I can think of;
- they decided that you needed to see a doctor and one was not available on the day so you should expect a new appointment, or
- they have decided to do a Paper Based Review.
In either case, they ought to have been able to notify you in advance so you did not have to attend so you might want to make a complaint
