Question about "Picking up and moving things"

I have a bit of a problem with this question on the UC50 form; When answering this question, it says in light script under the questions "For example, from one surface to another at waist height", my problem with this is, it says "For Example" and not "We mean at waist height" and I'm having a problem, because my son is Autistic and Tiptoe walks, now he can pick up stuff at waist height, but it's almost impossible for him to pick up stuff from the floor because he nearly always falls over.
Perhaps you can see my problem with this "For example" , I really need to know how I should interpret this. Also, in your guide you take it to mean a waist height, and not open to interpretation.
Sorry if this sounds picky, but it could mean extra points, and obviously isn't that straight forward for my son.

This is only about moving objects that are already at waist level, as someone operating a supermarket checkout might.
