If I understand your question correctly, you are referring to the underpayment of ESA(IR) for claimants transferred to ESA from another benefit.
Yes, it is possible for both people in a household to have been underpaid but only one of you can claim the ESA(IR) that covers the underpayment, however, this should include the shortfall for both of you.
