If some one has claimed low rate DLA mobility due to visual impairment since their late 50's what happens when they are over 70 and finally ask for a reassessment due to increased needs. I am being told by DWP that they can't consider Higher rate mobility or low rate care as they are over 65
The information you have been given is partially correct in regards to mobility component, if you receive DLA mobility component, a change in your care needs after you reach pension age enables your DLA award to be superseded. This means you can claim the care component (at the middle or highest rate) rather than attendance allowance, even if you are aged over 70.
