  			 				Hello I would be grateful for your help.
 
If my mother were to be successful in an Attendance Allowance claim and received the lower rate would someone be entitled to claim for carers allowance to help her. i.e. would she have to have received the higher rate (day and night help) for someone to be able to claim carers allowance for her?
 
Also if she is successful in her claim for AA at either rate is she obliged to notify the council regarding her housing benefit and council tax benefit (for which she doesn't pay anyway) as a 'change of circumstances' she is very afraid of doing anything wrong, but my opinion is that as AA is a disregarded benefit she doesn't need to inform them - could you confirm for me.

Yes, any award of Attendance Allowance allows a claim for Carers Allowance but you should check whether she would then be eligible for the Severe Disability element as part of any Pension Credit that she is receiving before claiming CA? If she is not currently receiving PC and is eligible for the SD element then this may allow a claim for PC, the element is payable if she receives AA and lives alone.
 
AA won't affect her HB or Council Tax but if her HB is reduced due to her income then an AA award may enable full HB and this should also be considered before a claim for CA is made.
