PIP AWARD REVIEW FORM

I live in NI so we deal with the DfC.I recently completed a Review Form for my bro in law.Now, the DfC Case worker should be able to make a decision as he had a face to face last year and was awarded enhanced rate in both.All medical evidence was supplied and the Review Form thoroughly completed.I knew the DfC Case worker couldn't or wouldn't make a decision because they are not competent so it was passed to Capita.
Obviously his condition hasn't changed and won't change.The Capita case worker has all the informaton but has decided another face to face is necessary.
I am disgusted.Is this common practice with the DWP?

I got a copy of the letter from Capita.
It states'face to face is necessary so we can fully understand how your health condition or disability affects your daily life.'
Last year a face to face took place,an award was made so Capita have all the details.They made the judgement last year and the condition hasn't changed.I have explained on the form how the health condition affects his daily life.
So more money is going to be spent on another Capita MA.Words fail me.
