Sorry a long post and hopefully it makes sense...
I first applied for PIP November 2018, given zero points and no change on MR so appeal started.
Appeal paperwork lodged on 31st July and by 7th Aug DWP called and said reviewed and std care and std mobility, advised appeal would be closed but I could re-appeal if still not happy with points.
I was still not happy with the points awarded so on 29th Aug lodge a new appeal.
Advised DWP had until 4th Oct to get information out to me. Nothing arrived and kept checking and stated extra time was given to DWP.
DWP advised Tribunal on 15th Nov this was a duplicate appeal as higher points awarded so should be closed...Tribunal closed appeal.
On 19th Nov I made a formal complaint to Tribunal that this was not a duplicate and all information given references the amended MR.
Tribunal spoke to DWP who advised no amended MR was ever sent by them, I forwarded the copy to Court. DWP when given that by Court advised they had never seen 2nd appeal, despite them writing to Tribunal to advise duplicate to original.
Went around in circles with DWP denying everything despite me having letters from them but then Tribunal put the complaint etc in front of a judge who agreed the 2nd appeal should never have been closed and it was to be re-opened.
19th December advised DWP have 2months to get paperwork to me and a hearing will probably be about May 2020.
Is this a usual DWP tactic or have I just been very unlucky?

You are not the only one to experience something like this and clearly it is distressing to you and unacceptable especially when the DWP says they have not seen evidence which you can easily prove they have. But do I believe this is a standard tactic - no. I think you, unfortunately, are one of the recipients of some substandard professional standards. I hope when you get your tribunal it has a satisfactory outcome.
