I'm afraid it is, it is a condition of your receiving ESA that you attend assessments when requested unless you can show Good Cause for failing to do so.

If you believe that you can show Good Cause then you can request a Mandatory Reconsideration of the Decision.

does this apply to ESA
192,000 CLAIMANTS MAY HAVE HAD PIP CLAIM UNLAWFULLY STOPPED
had esa refused applied for it UC 6 months later got in support without assesment

No, and I'm not sure that it applies to Capita letters so the figure of 192,000 may be incorrect.
